The 2024 PIT / HIC and HMIS
Point In Time (PIT)
- Conducted on a single night in January, typically the 4th Wednesday.
- Every community nationwide participates in the count.
- The unsheltered and sheltered count will continue as normal for 2023 in your state.

- Rapid Re-housing
- Safe Haven
- Permanent Supportive Housing

Timelines and Due Dates
2024 Point In Time (PIT) and Housing Inventory Chart (HIC) has a very tight and strict timeline. The PIT and HIC need to be submitted to HUD by the end of March 2023.

Please be aware that ICA staff may be contacting you to ask questions to help with this work. We will also have limited available time to schedule calls with providers in order to get all this work done.

Balance of State Notes:
ICA runs the PIT and HIC reports on behalf of LHCs and submits them to the WI Balance of State.
WI Balance of State staff will be sending out emails to the lead agency after each round for Local Housing Coalitions that have unresolved issues.
Also, just a reminder that the Balance of State has 3 trainings on the BOS website. https://www.wiboscoc.org/point-in-time.html, that are specifically about HMIS data, putting all the data pieces together and the Post PIT survey so if you are looking for a refresher or are new to the process, check those out!
Milwaukee CoC Notes:
Milwaukee HMIS PIT/HIC Timeline:
- January 25 – February 10
- All PIT Data must be entered/updated for ES, SH and TH projects in Clarity
- ES, SH and TH projects review and correct errors in PIT reports prior to submission due date
- RRH and PSH projects review and correct errors in HIC reports prior to the submission due date, don’t forget to check for missing Housing Move-In dates!
- Make sure to also run the Exclusions report to ensure there are no missing clients from your list.
- February 10 DEADLINE
- ES, SH and TH projects submit confirmed accurate PIT reports to: Nancy
- RRH and PSH projects submit confirmed accurate HIC reports to: Nancy
- Unsheltered data will be entered by ICA into the PIT provider with privacy settings set to not shared and data reviewed for quality and completeness.
- Paper Surveys for unsheltered count must be completed and collected.
- Street Outreach Teams will enter ALL CLS contacts into Clarity by the February 10 deadline at which point ICA will run the Monthly CLS report and compare it with paper surveys.

Racine Non HMIS PIT Timeline:
- January 24 – February 2
- Gather the unsheltered data and the Non HMIS ES and TH data
- January 24-February 2
- ES and TH projects Enter data into the PIT report form.
- Unsheltered data will be entered by HOPES Center into the PIT provider with privacy setting set to not shared and data reviewed for quality and completeness.
- February 14 DEADLINE
- ES and TH projects submit confirmed accurate PIT reports to: Iraida.Vazquez@icalliances.org and cc: stateethreports@gmail.com and treinders@haloinc.org
Dane CoC Notes:
Dane HMIS PIT/HIC Timeline:
- January 25 – February 9
- All PIT Data must be entered/updated for ES and TH projects in Clarity
- ES and TH projects review and correct errors in PIT reports prior to submission due date
- RRH and PSH projects review and correct errors in HIC reports prior to submission due date, don’t forget to check for missing Housing Move In dates
- All agencies will review the 2023 inventory information on the Google HIC and notify Sarah Lim when this is complete.
- February 9 DEADLINE
- All program and inventory records on Google HIC are correct
- PIT count data is entered into the Google HIC
- PIT count data is accurate in HMIS
Dane Non-HMIS PIT Timeline:
- January 25 – February 1
- Gather the unsheltered data and the Non HMIS ES and TH data
- January 25-February 9
- ES and TH projects Enter data into the non-HMIS PIT report form. Contact Sarah Lim if you have any questions
- Unsheltered data is entered in the google form.
- February 9 DEADLINE
