[HUDX-223-AD] System Performance Measures (SPMs) by Program
Report Purpose and Summary
System Performance Measures (SPMs) reports are set by the Department of Housing and Urban development. SPMs are not set up to be run by agency or program as they look at the entire system of care as a whole.
SPMs are intended to be run for each HUD CoC. If you are running this report for your agency, it is more to get an idea of how your clients impact the CoC's SPMs, and will NOT show complete data.
If you are interested in seeing information similar to what you would find in the SPMs, try running the Annual Performance Report. Or ask your System Admin to run the Program Recidivism report for the time frame that would be impacting the SPMs (two years prior to the most recent complete fiscal year).
Instructions
Make sure you are operating in Clarity under the agency you are running the report for. You can check and change this under your name in the top right corner.
Step 1: Click on the Launchpad, then click on the Reports icon.
Step 2: In the Report Library, click the down arrow next to the Administrator Reports folder to expand the section.
Step 3: Click the Run button next to [HUDX-223-AD] System Performance Measures.
Reporting Parameters
Step 4: Enter the following parameters.
CoC | Choose the CoC the program is located in |
Agency Status | Choose ‘Active Agencies’ |
Program Category(-ies) | Choose Program Type(s) you want to include in report(hold either control/command/shift button to select multiple types) |
Agency(-ies) | Choose your agency |
Program Status | Choose ‘Active Programs’ |
Program(s) | Choose the Program(s) you wish to include in the report (hold either control/command/shift button to select multiple types) |
Report Date Range | Choose a Start Date and End Date for the report |
Report Output Mode | Choose ‘Full Report’ to include Measures 1a and 1b, or ‘Do Not,’ if not needed |
Report Output Format | Select *Web Page, PDF or Excel |
Drilldown Output Format | Select Web Page, PDF or CSV |
*Drilldown Functionality is available when run in Web Page Format
Step 5: Click submit
The file will be sent to the Report Queue. Once the report is processed, you will receive a notification that the report is ready.
To open the report, either select Open on the popup or click the Queue icon and then click Open.
Reporting Details
Data Included in Report
Measure 1: Length of Time Homeless
- Will include ES, TH, SH, and PH project types
- PH includes all PH types, included RRH
Measure 2: Returns to Homelessness
- Only includes clients that have exited to a permanent housing destination and then returned to only the projects listed in the report prompts.
- Does not include returns to all projects in the CoC.
- Try the Program Recidivism report (in the program-based folder) for this information on your project.
- Only includes returns in your CoC
Measure 3: Number of Persons Experiencing Homelessness
- Only pertains to ES, TH, and SH projects
Measure 4: Employment and Income Growth
- Only pertains to CoC projects
- Only pertains to Annual Assessments or Exit Data
- Does not look at status updates.
Measure 5: First Time Homeless
- Only pertains to the previous 24 months
Measure 6: Category 3
- We do not have Category 3 projects in the state of WI
Measure 7: Successful Placement in or Retention of Permanent Housing
- Only pertains to persons who exited to a Permanent Housing destination.
Data Quality Section
A Data Quality section has been added to the report. The main purpose is to report the number of clients with an unknown destination, by project type.
Drilldown Functionality
The web page version of the report provides a drill down functionality to identify the clients.
