The Milwaukee Coordinated Entry workflow is changing with the launch of the Clarity New User Interface (NUI) on October 1, 2026.
This page provides the Milwaukee-specific training and resources needed to complete CE enrollments, Community Queue referrals, Street Verification, shelter bed assignments, and other Coordinated Entry activities in HMIS.

New User Training for Clarity HMIS
1. Milwaukee CE - General Training
Everyone working with Milwaukee Coordinated Entry should watch this training first.
This training covers the revised Milwaukee CE workflow in the NUI, including CE enrollment and Community Queue referrals.
2. Community Queue Trainings
Watch the training for the Community Queue(s) you use in your role.
PSH/RRH Community Queue
Use this Community Queue when a client is being considered for a Permanent Supportive Housing or Rapid Re-Housing opportunity through Milwaukee Coordinated Entry.
Adding to PSH/RRH Community Queue
Emergency Shelter Community Queue
Use this Community Queue when a client or household experiencing homelessness needs to be considered for an available emergency shelter placement.
Adding to Emergency Shelter Community Queue
Shelter bed assignment is a separate step. Once a shelter placement is made, the shelter bed assignment workflow is used to document the specific shelter and bed/room assignment.
Safe Haven Community Queue
Use this Community Queue when the client is experiencing literal homelessness and has a persistent or severe mental illness and cannot function in a congregate setting.

DV Bonus Community Queue
Use this Community Queue when a client meets the applicable requirements for a DV Bonus housing resource through Milwaukee Coordinated Entry.
Prevention Community Queue
Use this Community Queue when a household is at risk of losing its current housing and meets the eligibility requirements for an available homelessness prevention resource.
Street Verification Community Queue
Street Verification is used when a client has been identified as potentially living outside and needs verification through the Milwaukee Street Outreach process.
Beginning October 1, 2026, the client must have a CE enrollment before being referred to the Street Verification Community Queue.
The Street Verification list and the CE enrollment are separate steps.
3. Emergency Shelter Providers - MKE Shelter Bed Assignment
Use this training if you are responsible for assigning clients to shelter beds and rooms in HMIS.
The workflow supports communication of shelter availability and assignments to Street Outreach and other appropriate staff.
CE Enrollment & Community Queue Referrals
Beginning October 1, a CE enrollment is required before a client can be referred to a Community Queue.
The general workflow is:
CE Enrollment → Appropriate Community Queue → Referral
The Community Queue should match the client's current situation and the resource for which they are being considered.

Documenting Homelessness & Chronic Homelessness
The process for documenting homelessness and chronic homelessness has not changed.
Documenting Homelessness and Chronic Populations
Continue to follow existing Milwaukee requirements for documenting homeless history and chronic homelessness.
Required Documentation for CE Referrals
Before a referral can be finalized, make sure the client's HMIS record and required documentation are complete.
- MKE CEVA (Coordinated Entry Vulnerability Assessment)
- Homeless History Tracking Form uploaded to Files
- Third-Party Homeless Verification letters, must be on letterhead
- Vital Documents uploaded using the MKE CE Cover Page for Vital Documents as the first page
- Status Update Assessment when the client's living situation changes
- Current Living Situation for Street Outreach, document every contact
- Notes documenting relevant updates on the General tab
- Client record updated every 30–60 days
Following assignment: Program applications should be submitted within two weeks of client assignment. Failure to provide required documentation promptly may result in the next client being considered for the housing opportunity.
