WI Recovery Voucher Grant Program

Background

Safe and stable housing is fundamental to helping people in recovery have more successful long-term outcomes and enabling providers to most effectively serve them. Recognizing this, DHS created the RV program, using a portion of the money received from settlements with opioid manufactures and distributors, to provide an opportunity for people who have been diagnosed with opioid use disorder (OUD) to move into safe interim housing who otherwise would struggle to find housing due to limited housing options, financial or other barriers. DEHCR administers the program on behalf of DHS.

DEHCR has required that participants in the program be entered into HMIS.  Grantees must follow all applicable HMIS Policies and Procedures.

Enrollments for each participant along with the following RV program specific questions:

Required Recovery Voucher Questions:

On Enrollment:

  • Does this adult have Opioid Use Disorder
    • This question is intended for any adult who would be eligible for the RV program based on their opioid use disorder
  • HUD Homeless Category 
    • Indicate which HUD category of homelessness the client is being used to determine eligiblility for the Recovery Voucher program
  • County in which the Recovery Residence is located
    • DEHCR is tracking counties in which clients are served
  • Recovery Residence Address 
    • Is for agency use only and not required. 
    • Is the street address of the Recovery Residence the client is staying at
  • Recovery Residence Entry Date 
    • The DATE on which the client MOVES IN and begins staying at the Recovery Residence
  • Recovery Residenct Exit Date 
    • The DATE on which the client MOVES OUT and is no logner staying at the Recovery Residence
